How the CNIC SIM Information System Works

Step 1 — SIM purchase and identity collection: When a customer buys a SIM card at any franchise in Pakistan, the franchise collects the customer’s CNIC and submits it to NADRA’s biometric verification system in real time. The customer places their finger on a biometric scanner connected to NADRA’s Multi-Biometric Verification System (MBVS).

Step 2 — NADRA biometric verification: NADRA’s system matches the fingerprint against the registered fingerprints on the CNIC holder’s file. If the fingerprint matches, the identity is confirmed and a verification token is issued to the telecom operator. If it does not match, the SIM cannot be activated under any circumstances. Step 3 — PTA SIM registration: The telecom operator receives NADRA’s confirmation and permanently registers the SIM in PTA’s national database. The SIM is now legally and permanently linked to that CNIC number — with no way to remove this link except through the official disowning process at the franchise.

Step 4 — Ongoing monitoring: PTA’s DIRBS — Device Identification, Registration and Blocking System — monitors all registered SIMs continuously. 4. Click Submit

What Data Does the CNIC SIM Information System Store?

The system holds the following information for every registered SIM in Pakistan:

Important: The system deliberately does not display actual phone numbers when queried via 668 or cnic.sims.pk — it shows counts and statuses only. This is a built-in privacy protection. To get the actual phone numbers you must visit the relevant network franchise in person with your original CNIC.

PTA made several significant updates that every Pakistani should know about.

180-day inactivity blocking: Any SIM that has not made a call, sent an SMS, or used data for 180 consecutive days is now automatically blocked. If you have an old SIM you rarely use — keep it minimally active or risk losing the number permanently.

IoT and data SIM tracking: Data-only SIMs used in smart devices — CCTV cameras, GPS trackers, smart meters — now count toward your total SIM limit just like regular voice SIMs.

5G SIM integration: All 5G SIM registrations are now fully integrated into the system with the same biometric verification requirements. There is no exemption for 5G.

AI-powered fraud detection: PTA’s DIRBS received an AI update in 2025 that proactively flags unusual registration patterns — such as multiple SIMs registered against the same CNIC in a very short period — for manual review before activation.
