What Is Illegal?

Accessing another person’s SIM data without their consent is a criminal offence under the Prevention of Electronic Crimes Act 2016, commonly known as PECA 2016. Section 3 of PECA covers unauthorized access to information systems, and Section 4 covers unauthorized copying or transmission of data. Violations carry penalties of up to three years in prison and fines of up to Rs. 1,000,000.

Websites and apps that claim to offer live SIM location tracking, full CNIC record access, call history logs, or complete personal data of any Pakistani citizen are operating illegally. Using such platforms not only exposes you to legal risk but also puts your own personal data at serious risk since these platforms routinely harvest the data of their own users.

Selling, distributing, or publishing SIM database records is also a serious criminal offence under both PECA 2016 and the Pakistan Telecommunication Act. Several operators of such platforms have been arrested and prosecuted by the FIA Cybercrime Wing in recent years.

Do the following without delay — contact the network operator where the unauthorized SIM is registered and report it as fraudulent, file a formal complaint at PTA’s consumer portal at complaint.pta.gov.pk, and if you suspect broader identity theft, report the matter to NADRA as well. Do not wait. An active unauthorized SIM on your CNIC can be used for criminal activity that implicates you directly.

Your SIM Is Blocked or Suspended

Check your registration status via the 668 SMS service first to understand which SIM has been affected. If PTA’s DIRBS system blocked your SIM because your total count exceeded the legal limit, visit your network franchise with your original CNIC to resolve it. If your operator blocked it directly for another reason, call their helpline — Jazz 111, Zong 310, Telenor 345, Ufone 333 — and ask for the specific reason before visiting a franchise.

Your Number Shows as Unregistered

All SIM cards in Pakistan are required to be biometrically verified. Unverified SIMs face progressive service restrictions and are permanently blocked after 120 days of non-compliance. If your number shows as unregistered, visit your network franchise immediately with your original CNIC for biometric verification. Someone Is Registering SIMs Using Your CNIC
